Kota Kinabalu: A total of 16 out of 29 key issues monitored under the Malaysia Agreement 1963 Implementation Action Council (MTPMA63) have been fully resolved, said Minister in the Prime Minister’s Department (Sabah and Sarawak) Datuk Mustapha Sakmud (pic).
He said three matters are currently at the interim or partial resolution stage, while 10 others remain under structured negotiations among the Federal, Sabah, and Sarawak governments.
Unfinalised matters include the Special Grant review under Article 112D of the Federal Constitution, which has reached an interim payment agreement of RM1.5 billion for Sabah and Sarawak while a permanent calculation formula is finalised.
On the proposal to increase Sabah and Sarawak’s parliamentary representation from the current 56 seats (25.3 per cent) to 35 per cent, official engagements commenced with the Election Commission (EC) on Sept 22 to assess constitutional, legal, and technical requirements.
Mustapha added that a Special Committee under the MTPMA63 Technical Committee has been proposed alongside the "Friends of BHESS" platform with the Government Backbenchers Caucus (BBC) to build cross-party parliamentary understanding and support without replacing existing official negotiating channels.
