
THE Land Transportation Franchising and Regulatory Board (LTFRB) has issued show cause orders to the operators of public utility vehicle terminals at two Quezon City malls, citing safety concerns.
In a statement issued Thursday, LTFRB Chairman Vigor Mendoza II said the PUV terminals at Ayala Malls Cloverleaf and TriNoma were found to be lacking key passenger facilities during agency inspections.
Violations noted at the Ayala Malls Cloverleaf terminal included insufficient roofing, inadequate seating for commuters, a lack of clear trip and dispatching guidelines, and the absence of information and passenger assistance counters.
The terminal operator was directed to secure the necessary permit from the local government to operate as a public transportation terminal and to submit a security plan.
At the TriNoma terminal, inspectors cited the absence of information and passenger assistance counters, a lack of adequate seating, and the absence of priority lanes for senior citizens and people with disabilities.
Mendoza said the terminal managers are required to explain in writing why their facilities should not be shut down. They were also ordered to appear before the LTFRB for a hearing scheduled for March 18, 2026.
