A PETITION was filed before the Supreme Court seeking to halt the use of the P22 billion Local Government Support Fund (LGSF) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), allocated under the 2025 General Appropriations Act.
The petitioner, Norhamin Manial Hadji Akmad, asked the high court to declare certain provisions of the Bangsamoro budget unconstitutional and to issue a temporary restraining order (TRO), writ of preliminary injunction, or status quo ante order while the case is being heard.
The petition, which seeks certiorari and prohibition under Rule 65 of the Rules of Court, names as respondents the Bangsamoro Transition Authority Parliament, Interim Chief Minister Abdulraof Macacua, and other BARMM officials.
According to the petitioner, the assailed LGSF provisions suffer from "excessive executive discretion in the release of public funds, insufficient safeguards and accountability mechanisms, and ongoing violations of the Constitution and the Bangsamoro Organic Law."
If granted, the requested relief could temporarily delay the implementation of various development projects in the Bangsamoro region pending the Court's final ruling.
The petitioner called for the conduct of a special raffle so the Court could immediately address the alleged constitutional and statutory violations.
A separate petition was also filed before the Supreme Court challenging the P114 billion BARMM budget for 2026, with petitioners arguing that the allocation violated the Constitution and the Bangsamoro Organic Law by not giving the highest priority to education.
