David Luiz says Chelsea have a "great opportunity" to cultivate a new philosophy at the club.
The Blues are unable to sign any players for the next two transfer windows due to a FIFA-imposed ban.
And Luiz wants to see everybody involved in the club embrace a new direction in the club's transfer policy, which will see them utilise a number of homegrown players.
The Brazilian told the George Benson Football YouTube channel: "I think it's a great opportunity now. I think a lot of the new generation they have talent, they are good, they have a great mentality and they work very well. You mention some great names [Mount, Ruben Loftus-Cheek] and also we have some other ones coming up and they can do the job with Chelsea.
"So I think it's a great opportunity for Chelsea to really build a great philosophy inside the club, not just with the first team, but the academy, the women's team, with everybody. I think this is important to have this connection around the club to make the difference and to have a great positive energy."
