
Kota Kinabalu: The Sabah Road Transport Department (JPJ) has inspected a total of 409,233 vehicles from Jan to Sept this year, said its Director, Datuk Mohd Harris Ali.
Of the total inspections, action was taken against 39,730 vehicles, 88,636 summons notices were issued, and 198 vehicles were seized.
Among the most common offences were driving without a valid or expired licence (19,932 summonses), not holding a valid or current vocational licence (3,117 summonses), expired motor vehicle licences (14,530 summonses) and driving without insurance (10,701 summonses).
“We are committed to continuous enforcement to ensure road user safety and compliance with traffic laws,” said Harris during a media engagement session at the Sabah International Convention Centre (SICC).
Harris also said JPJ had begun enforcing the Speed Limit Device (SLD) regulation for commercial vehicles starting 1 October.
As of Oct 4, a total of 614 commercial vehicles have been inspected. Based on inspection records from Puspakom between Oct 1–2, vehicles were found without SLDs, while 114 vehicles will be issued notices for non-compliance.
“This initiative is a proactive step to curb the increasing number of road accidents involving heavy vehicles such as lorries and buses,” he said, noting that most fatal accidents involve commercial vehicles exceeding speed limits.
The SLD enforcement will be rolled out in three phases: verification of SLD functionality beginning Oct 1 2025, activation of SLD within the vehicle’s Electronic Control Unit (ECU) from Jan 1, 2026 and mandatory retrofitting of approved SLD devices from July 1 2026.
“The SLD functions to cap the maximum speed of commercial vehicles, helping prevent reckless driving and reduce road accidents. JPJ will continue to engage with industry players and stakeholders to ensure effective implementation,” Harris said.
On the Budi Madani RON95 (Budi95) initiative, Harris said collected RM66,500.50 over three days of counter operations since the programme was introduced.
A total of 1,605 customers were served across 20 JPJ offices in Sabah, resulting in 1,885 transactions from Sept 27–28 and Oct 4 2025.
“The Budi Madani programme provides targeted subsidies, including fuel aid. A key condition is having a valid and active driving licence, and JPJ plays a crucial role in reactivating expired licences or assisting new applicants,” he said.
