Manchester City defender Tosin Adarabioyo is attracting fresh loan interest.
Sky Sports says Blackburn are expecting to complete the loan signing of City defender Adarabioyo.
The 21-year-old has represented England at U16, 17, 18 and 19.
Speaking after Rovers' 1-1 friendly draw away to Rangers on Sunday, Rovers boss Tony Mowbray said: Hopefully we will sign two players tomorrow.
Until they are signed it's never done but hopefully we'll have some business concluded (on Monday)."
