
FIRST, the bad news: Tourist visa applicants must pay $750 to get an appointment at the US Embassy within 10 business days after payment.
More bad news. The rule published in the Federal Register explicitly states that:
a) There is “no guarantee of approval: Paying the $750 premium fee only accelerates the appointment date. It does not influence the consular officer’s decision, guarantee visa issuance, or bypass any standard eligibility/screening requirements.
b) Adjudication not fast-tracked: The fee does not speed up administrative processing. “Any security or eligibility clearances will still take the standard amount of time.”
Good news 1. The final rule authorizing the collection of the $750 fee will take effect on July 1, 2026, after the public has had a chance to comment on the proposed rule. You have time to plan, save money and provide the reason for the urgent visit as well as have a plan B — use the regular expedite procedures.
Good news 2. The US Embassy has not announced whether the Philippines is one of the countries authorized to participate and charge for this visa expedite fee. If the embassy is not included in the list, then you still have the option to use the current options to have your interview appointment expedited.
Good and bad news. The expedite fee will not replace the current routes to get an expedited visa appointment request. The $750 fee is only an “optional premium addition” to the standard NIV application fee, but payment of the “premium” fee does not guarantee visa issuance. The temporary final rule for the temporary expedite fee ends Dec. 31, 2026.
Logically, if your first paid expedited visa appointment fee is refused, you have two options: Use the later paid appointment date ($185) or apply again and pay another $750. If there have been no changes in your personal circumstances or reason to have your appointment expedited, a second refusal is likely.
How it works
Processing remains the same.
First, complete Form DS-160, pay the standard $185 fee at the same bank — any RCBC branch — schedule a regular (non-expedited) interview date after completing your profile at the US Embassy website.
Second, once the State Department includes the Philippines among the countries offering the expedited visa fee, you would be given “an online option to upgrade to an expedited slot within 10 business days by paying the non-refundable $750 fee.
You would be given “5–10 minutes to pay the $750 expedited fee. If the applicant fails to pay the fee within this time, he or she will lose the hold, and the expedited appointment will be reopened to other applicants.”
Failure to attend the expedited appointment or complete payment “will result in the forfeiture of both the slot and the fee.”
Expect to be vetted for other ineligibilities, including previous visa refusals, previous stays in the US, application for extension of stay or change of status to another nonimmigrant category, such as student or working, and not leaving the US as directed in the application refusal.
Reasons required to expedite appointment
Consular posts overseas, including the US Embassy in Manila, list the following reasons and the documents needed to verify the request:
— An immediate relative’s death, grave illness or life-threatening accident taking place in the United States. Include the name, relationship, place and description of the situation and contact information for the attending physician or funeral home. “Immediate relatives” in the Philippines legally consist of one’s parent, spouse, adult children or adult sibling.
– Urgent medical treatment for the applicant or their minor child. Describe the medical issue, the treatment required, the location of the treatment, and whether you have sought treatment locally: medical documents, like letters from the hospital or doctor.
– Students on organized school trips. Attach supporting documents from the educational institution to include a valid Form Sevis/I-20 or Form DS-2019 showing the program start date, along with proof of the paid Sevis fee.
– An unexpected need to travel to the United States for urgent, unexpected business or work purposes. Provide an explanation as to when this need became known, why this work must be performed by the applicant, and why it cannot wait — e.g., a letter from your employer or an invitation as a speaker at a conference.
– Domestic employees, such as caretakers, nannies, drivers, personal assistants, personal chefs, etc., traveling to accompany their employer when the employer’s trip is unexpected/urgent and for purposes other than tourism. Attach a letter from the employer with their full name, the nature of the unexpected/urgent travel, and the employer’s current visa type.
What is the authority for this action?
The published temporary final rule (TFR) explains that the “Department’s NIV fee authorities do not speak directly to a fee for expedited NIV appointments; however, the Department derives the general authority to charge cost-based fees for consular services it provides from the general user charges statute wherein (The head of each agency) ... may prescribe regulations establishing the charge for a service or thing of value provided by the agency ... based on ... the costs to the government.”
The TFR rule explains that there are “three avenues for an NIV applicant to request and receive an expedited interview at no cost in exceptional circumstances. In each of these cases, the applicant still must demonstrate that he or she qualifies for the visa classification requested. All need personal intervention by consular and mission staff under strict criteria, two of which require the interviewing consul to vouch that expediting the appointment “benefits US interests.”
This fee-based mechanism seeks to “reduce the strain on consular resources by bypassing both the requirement for the applicant to justify his or her need for an expedited interview appointment and the requirement that consular staff review each expedited request.”
A clear goal of the expedited appointment fee?
“The United States hosts special events that draw significant last-minute visitors, including professional sporting events, major concerts, festivals, etc. In the wake of the 2026 FIFA World Cup and ahead of the 2028 Olympic and Paralympic Games in Los Angeles, the Department has determined that now is the time to test the demand for and provision of a new fee-based expedited interview appointment service.”
