Barca see their former La Masia starlet as a natural replacement for Gerard Pique and wish to bring him back to Spain.
A move this summer is stalling, though Barca aren't panicking.
So long as Garcia refuses City's attempts to secure him to a new contract, Barca believe they can tempt the centre-half back home.
City boss Pep Guardiola is desperate to keep hold of Garca, stating last week: "We are going to try to convince him to stay here for many, many, many years.
"I'm confident he will stay but at the end of the day it's his decision. He knows we want him."
