Leicester City insist the 23-year-old is not for sale and have rejected an offer from Chelsea.
That hasn't stopped Frank Lampard from pursuing the England international.
The Blues have created a shortlist with Nicolas Tagliafico (Ajax), Alex Telles (Porto) and Marc Cucurella (Getafe).
But Chelsea have not made contact with their other targets as Lampard is not even considering any other options than Chilwell.
They will now hope that Chilwell pushes Leicester for a transfer to Stamford Bridge.
The Foxes secured £80m for Harry Maguire last summer and would want a similar fee for Chilwell, which Chelsea are not prepared to pay.
