Chelsea boss Frank Lampard is preparing to spend big this summer regardless of whether they qualify for the Champions League.
Lampard is confident of luring 21-year-old Havertz to Stamford Bridge in a deal worth £70m, with moves for West Ham midfielder Declan Rice and Ajax fullback Nicolas Tagliafico also in the pipeline.
However, Bayer Leverkusen are demanding £90m for their star man and the Blues may be forced to dig deep into their pockets to sign the Germany star.
