The Daily Express says the Hammers are leaning on the presence of Andriy Yarmolenko to convince his Ukraine teammate Matvienko about a move to London.
Last season, Matvienko played 38 matches in all competitions for Shakhtar and reached the Europa League semifinals.
His contract runs to 2021.
