Roma are failing in their attempts to raise enough funds to sign Jorginho from Chelsea.
The midfielder is no longer wanted by Frank Lampard at the English club.
While he is a decent rotation option, Jorginho is not a first choice player in his position, and he may also want to leave for more playing time.
He has been linked to Juventus in the past, but they signed Arthur from Barcelona who plays a similar role.
And The Guardian says Roma do want to sign the Italian, but they do not have the money.
Now it appears the 28-year-old former Napoli man may have to accept another year of limited opportunities at Chelsea.
