The 23-year-old has three years in his contract and has been linked to the Premier League in the past.
Manchester United have been mentioned, along with Everton, as having an interest in the player.
Now Sky Sportssuggests Tottenham are the club who want to sign him in the transfer window.
The Jamaican is someone Leverkusen would sell for roughly £40 million, but Spurs would hope to lower that fee.
