Both players got on the score sheet, helping to peg back the Swiss, who had raced into a surprising 2-0 lead.
Werner got the German team's first goal, and Havertz got the equaliser in the second half.
But Switzerland retook the lead, and Germany needed Serge Gnabry to rescue a point.
