Leicester City have also shown an interest in the 22-year-old.
But the Daily Star says Gareth Bale and Ben Davies could play an important role in Rodon moving to north London.
Davies featured alongside Rodon for Wales in the loss to England on Thursday night.
The international connection could used to persuade Rodon to joining Spurs.
Clubs have until Friday to sign players from the English Football League.
