Everton U23 coach David Unsworth admits they've 'found it tough' to send players out on loan this summer.
Matthew Pennington, Beni Baningime and Nathan Broadhead are all still at the club with the Portuguese window - the final market open in Europe - closing Sunday.
"A lot of teams have found, certainly in this current climate with coronavirus, there just isn't the resources out there to take a gamble on a loan," Unsworth told the Liverpool Echo.
"We found it tough to loan our players, and over the period really it's never really been easy to loan young players. The turnover of managers at League One and Championship makes it [difficult].
"Hopefully in January these boys will go out on loan. We want them to go out on loan. The club, Marcel, myself, it's not easy to loan young players but we will give them the platform [in the u-23s] to try and impress every week."
Asked about the attitude of Baningime and Pennington since the window closed, he added: "Absolutely outstanding. They are great pros. We would rather they had gone out on loan but it's not easy."
