Burnley manager Sean Dyche says Arsenal were lucky not to be down to nine-men on Sunday.
Gunners midfielder Granit Xhaka was sent off for grabbing the throat of Ashley Westwood early in the second-half.
Mohamed Elneny then delivered a stern palm to Tarkowski's face, but VAR deemed it not worth of a red-card.
Asked if he believed it was a sending-off offence, Dyche said: "I think so. I don't like seeing players get sent off, I think there is enough nonsense in the game but you can't push someone in the face, I'm amazed VAR didn't give it.
"I think the win gives us more belief. The fitness is getting better, the Premier League sharpness, the win adds to the belief but the next game comes around quickly.
"People have been reminding me that we never beat Arsenal, so that's another one down."
Burnley eventually won the match 1-0 thanks to an own goal from Pierre-Emerick Aubameyang.
