Leicester City are said to be another Premier League side monitoring the situation and are understood to have submitted a formal offer.
A number of Italian clubs are also understood to be chasing the 25-year-old Brazilian, with AC Milan, Roma, Napoli and Juventus all interested in completing a deal.
Otavio has represented Porto since 2014 and is a versatile midfielder, capable of operating on both flanks as well as centrally.
