Kota Kinabalu: The State Ministry of Science, Technology and Innovation on Thursday launched its five-year Organisation Anti-Corruption Plan (OACP) which acts as a guideline in eradicating fraudulent conduct among its staff. Its Minister, Datuk Yakub Khan, noted that among the causes of corruption are the weaknesses of the administrative system itself, where the weaknesses of the rules are manipulated and misused, especially in the procurement process, services and so on.
