Fekir has emerged as a target for Gunners boss Mikel Arteta in the event they lose on-loan Real Madrid midfielder Martin Odegaard this summer.
The Gunners have been following Fekir since his time with Lyon.
However, Estadio Deportivo says Barca are also interested, where new president Joan Laporta is a fan.
Any push from Barca will be dependent on Lionel Messi's future, with Laporta spying Fekir as a direct replacement for the Argentine.
