Kaiky has already made seven first-team appearances for Santos despite only turning 17 in January this year.
Arsenal technical director and former Brazil midfielder Edu has returned to his home country before to sign a youngster and could be about to pull off a similar deal.
The Gunners bought Gabriel Martinelli from Ituano in the summer of 2019 for a fee of around £6million.
Martinelli was 18 at the time and has quickly become one of the most promising members of the first-team squad at the Emirates.
Arsenal continue to look to build for the future and Kaiky is the latest target linked with the club.
He cannot leave Santos until he turns 18 next January.
