According to ESPN, should right-backs Reece James and Kyle Walker indicate they are fit, Alexander-Arnold will be left out.
A third right-back, Atletico Madrid's Kieran Trippier, is also expected to be picked.
Alexander-Arnold was dropped for March's triple-header against San Marino, Albania and Poland.
