Ekstra Bladet reports Spurs' new management team of Nuno and Fabio Paratici are in agreement over the Dane.
Spurs manager Nuno is a fan of Vestergaard and sporting director Paratici feels the same.
Clubs in Spain, Italy and Germany have also shown an interest.
However Vestergaard, who is with Denmark's Euro 2020 squad, favours staying in England and joining Spurs.
