Centre-back Romero has been linked with Manchester United and Liverpool in recent weeks after a strong season on loan in Bergamo.
Atalanta will activate a £13million option to sign Romero permanently for Juventus as part of the loan deal, and then sell him onto Spurs.
Goalkeeper Gollini played 32 games for Atalanta last season, keeping 13 clean sheets.
He will provide competition to Hugo Lloris and Joe Hart in the Tottenham goalkeeper department.
