The 22-year-old has been heavily linked with a move to Tottenham over recent weeks.
And Manchester City also had a bid of £47million rejected by the LaLiga club, leading the Spanish outfit to insist he will not be leaving for anything less than £69m.
El Desmarque reports that has now led to Chelsea declaring their interest as they look to hijack the deal for Kounde.
Kounde was a part of Didier Deschamps' 26-man squad that were eliminated at Euro 2020 in the last 16 by Switzerland.
