According to Sky Sports News, the 25-year-old is now set for a medical after Everton and Leverkusen agreed on a £1.5 million fee.
The interest of Everton in Gray is a slight surprise, as he only managed one goal in the Bundesliga for Leverkusen.
The Toffees are also wrapping up the signing of goalkeeper Asmir Begovic, while they have officially secured winger Andros Townsend.
