The 26 year-old has been followed by several Premier League teams over the past year, including new Tottenham manager Nuno's former club, Wolves.
Football Insider says Spurs are now keen on the Portugal international.
And Sporting are willing to do business this month - and for a cut-price £14m.
Palhinha has a deal with Sporting to 2025.
