The Serbian, 21, banged in the goals for La Viola last season, with 21 from 37 appearances.
Sky Sports says Spurs want Vlahovic regardless of Harry Kane's future at the club.
New Spurs manager Nuno Espirito Santo wants to have the option of fielding two strikers this coming season.
Fiorentina value Vlahovic at £51m and are set for talks with the player's agent in the coming days.
Should he decide to stay at the club, Fiorentina are willing to raise his wages to to £3.4m (€4m) per year.
Spurs have also been linked with Inter Milan striker Lautaro Martinez.
