The Germany international is inside the final year of his current deal.
Previous attempts to open talks with Rudiger have been resisted, with the defender wishing to wait until Christmas.
However, Chelsea are eager to tie down the 28 year-old to a new deal, knowing he can commit to a foreign team from January 1.
