The Ligue 1 club have agreed to pay £9.5m for the 29-year-old.
It is believed the progress of Gordon and fellow teenager Harvey Elliott sealed Liverpool's decision to part with Shaqiri.
The Liverpool Echosays the 16-year-old winger will now be considered for selection in the League Cup and FA Cup this term.
