Galatasaray president Burak Elmas has blocked a deal for Arsenal midfielder Mohamed Elneny.
Miliyet says Gala and Arsenal had agreed a €15m fee for the Egypt international, who was also ready to make the move.
However, Elmas has since blocked the transfer.
The decision was driven by Elneny's personal demands, which Elmas regarded as too rich.
Elneny spent time on-loan with Besiktas in Turkey two seasons ago.
