Arrigo Sacchi, the former AC Milan and Italy coach, also states the same.
Jorginho has won the Champions League and Euros for Chelsea and Italy this year.
"Jorginho should receive the Ballon d'Or this year, not the usual suspects," said Lippi during the Festival dello Sport event in Trento.
