The France international's deal expires in June.
While Catalan media sources say Dembele is willing to sign a new deal, with it claimed a two-year contract is close to being settled, TMW says Spurs are now making their move.
Tottenham chief Fabio Paratici is drawing up a pre-contract offer for Dembele, with the backing of manager Antonio Conte.
The proposal will be put to Dembele at the beginning of January - and it hasn't been ruled out Spurs buying Dembele next month should Barca fail to find an agreement with the player.
