The Sunday Times says Chelsea and Kounde are happy with the terms agreed last summer.
Kounde spent deadline day in August in Paris as he waited for Chelsea and Sevilla to find an agreement over a fee. However, with Sevilla refusing to drop their price, Kounde remained with the LaLiga club.
Chelsea are still determined to sign Kounde and are confident bringing him to London next summer, particularly given the player's commitment.
Interestingly, Chelsea boss Thomas Tuchel has been following Kounde since his days with Bordeaux.
