Brands arrived at Goodison Park in 2018 following the sacking of Steve Walsh and was appointed to the club's board of directors just under a year later.
However, the Dutchman has had mixed results in the transfer market with around £300m spent on signings during his tenure.
Gray said, “After the torrent of abuse he took after the Liverpool game... and he did, more than anybody.
“More than Moshiri, more than Bill Kenwright, more than Benitez. This guy took the vast brunt of it and he's culpable for a lot. A lot.
“He's spent millions and he has brought in players that, so far, the majority of them have proven not to be good enough."
On manager Rafa Benitez, Gray continued: “Well, that isn't good news. You know my thoughts on Benitez anyway.
“If it strengthens his hand at Everton then a lot of Evertonians might think that is the right thing and good thing, but I don't.
“Although I felt that he (Brands) was going after the game, I thought that the axe had to fall on him. It has but has that made Benitez's position safer?"
