Leeds boss Marcelo Bielsa insists he would welcome new additions in January.
However, he says players could also be recalled from loan next month to boost his squad.
Bielsa said: "I never said that I don't want players to come in January. As you guys have informed that I'm opposed to it, if you listen to me, it is not right. The only thing I said, and I reiterate, to bring in players they must be better than the ones we have.
"The club has invested £130m in the construction of the current playing staff, and I don't know if they can or can't invest more. I'm not in a condition to demand changes to this level of investment and the organisation has been so responsible in the construction of the current squad.
"Every player that is on loan that can be recalled, and that they've manifested in these six months previous that their competitive level is similar to the ones we possess or the squad we have at the moment, we will try to bring them back.
"But for that to happen, the players who have gone out on loan must be in better conditions to the ones we have. What we must assess is whether there's been an evolution in them that allows us to see that the proportion has changed."
