Italian transfer expert Fabrizio Romano reports the loan will be made permanent for a further £35m next summer, should certain conditions be met.
He claims that if Kulusevski starts 15 or more Premier League games next term, and Tottenham finish in the top four, a £35m permanent deal will be triggered.
Alternatively, he adds that Spurs could choose to complete a deal for £29.6m this summer.
