The 21-year-old has impressed on loan at Nottingham Forest this season, delivering excellent perofmrnaues in FA Cup wins over Arsenal and Leicester City.
The Gunners have taken note of Spence's potential and view him as a competitor for Takehiro Tomiyasu's starting right-back spot.
However they are alone as football.london says another 10 clubs have been watching Spence this season.
Spurs director Fabio Paratici was reportedly in attendance at the City Ground as Forest beat Leicester 4-1 on Sunday.
