The Athletic says PSV are seeking to spark an auction with a starting price of €35m.
Barcelona have expressed interest in recent days, though are just one of many major European clubs eyeing Gakpo's signature.
Bayern Munich, Arsenal, Liverpool and Manchester City are also keen on the youngster.
In 37 games this season, Gakpo has scored 16 goals and produced 15 assists.
