The phone company recently suspended their £40m-per-year deal with Chelsea after the UK government's sanctions on owner Roman Abramovich.
Three requested that all their branding be removed from Chelsea's kits.
However, the Daily Mail claims Chelsea will not comply.
The Blues have told Three that kit manufacturer Nike are unable to make new jerseys due to the terms of their special operating licence.
Talks between the two parties took place over the international break, but no suitable option could be agreed upon.
One suggestion from Three was that Chelsea cover up their logo, but the Premier League club rejected the idea as 'too messy'.
