The Holland international is in his first season in Serie A, where he arrived at Inter from PSV Eindhoven.
Dumfries has scored four goals and produced seven assists in 39 competitive matches for Inter so far.
And his form has brought him to the attention of Spurs manager Antonio Conte, says Tuttosport.
Spurs see Dumfries as a fullback alternative to another Serie A transfer target, Wilfried Singo of Torino.
