The Japan international has spent his time on City's books away on-loan across Europe.
After spending the past season with Schalke, Itakura is interesting Europa League winners Eintracht Frankfurt.
However, Sky Deutschland says promoted Premier League duo Bournemouth and Fulham are also interested.
City are prepared to sell Itakura this summer at a starting price of €15m.
