Suarez is leaving Atletico this summer with his contract to expire at the end of next month.
A move to Villa has long been mooted for Suarez, where he would be reunited with Villa manager and former Liverpool teammate Steven Gerrard.
The Telegraph says Gerrard and Villa chief Johan Lange are now exploring Suarez's situation.
