The Red Devils were searching for an alternative to Leicester centre-back Harry Maguire, who they are still chasing.
O Jogo says Benfica chief Luis Felipe Vieira knocked back United's proposal for Dias.
The report doesn't state the amount offered by United, but it would have fallen short of Dias' release clause of 59.3million.
22-year-old Dias is considered one of Europe's top young defenders.
