Bristol City have rejected Aston Villa's offer for Adam Webster.
Sky Sports says Villa lodged an offer of 12m for the centre-back.
However, it did not meet Bristol's valuation.
The Championship club are hoping to keep last season's player of the year to boost their promotion push.
Recent promoted Villa have already made three signings so far this summer.
