Atleti have already spoken with the player's agent, Juan Manuel Lopez.
They also have until September 2 to sign Olmo, while United and Spurs would have to wait until the January window opens in the Premier League.
The winger is in high demand and could arrive at Atletico if someone like Angel Correa leaves in the last days of the European summer window.
