Roma have had an opening offer for Chris Smalling turned down by Manchester United.
The Daily Star says United have rejected a bid of 15m (13m) for Smalling from Roma.
The Italian outfit are keen to sign the former England defender on a permanent deal when his loan spell runs out at the end of this season.
Smalling has produced a string of impressive performances and bosses at the Serie A club were hoping a deal could be struck of around 15m.
But it is understood United executive vice chairman Ed Woodward is holding out for closer to 20m (17m) and knows both Milan clubs are also interested in signing Smalling.
