In a startling turn of events, the National Union of Bank Employees (Nube) has taken a decisive step, lodging five police reports across Peninsular Malaysia against Human Resources Minister Steven Sim Chee Keong. The union alleges an abuse of power, asserting that the minister's actions have infringed upon the rights of bank workers regarding their entitlement to Raya aid, stirring controversy and sparking accusations of betrayal.
According to Nube, the crux of the matter lies in Minister Sim's purported agreement with the Malayan Commercial Banks Association (MCBA) concerning a "Festival Aid" allowance, a benefit enshrined in a memorandum of agreement (MoA). The union contends that this agreement was reached without consulting them, effectively sidelining their interests from the negotiation table.
The union's statement expressed dismay over the minister's unilateral decision, highlighting that despite ongoing reconciliation efforts, Minister Sim allegedly collaborated with MCBA to secure a mere half-month salary for clerical and special grade clerical members of Nube, contrary to the provisions outlined in the MoA. Moreover, the agreement stipulated this payment as a one-time disbursement, contradicting the annual entitlement specified in the MoA.
This turn of events has significant ramifications, impacting approximately 15,000 bank workers across the B40 and M40 income brackets. The MoA, inked in April 2023, mandated banks to allocate a month's salary as "Festival Aid" annually, a benefit crucial for many workers during the festive season.
However, the union lamented that while banks honored this obligation in 2023, the aid was conspicuously absent this year, triggering widespread discontent and exacerbating an already contentious dispute. Previous claims by executives that the aid was intended as a one-time provision further escalated tensions, fueling grievances among workers.
Nube contends that negotiations were underway to resolve the impasse until Minister Sim's intervention disrupted the process. The union accuses the minister of engaging exclusively with MCBA, bypassing Nube, and making decisions unilaterally, a move they assert has disadvantaged thousands of bank workers.
In a scathing indictment, Nube characterized Minister Sim's actions as an abuse of power, asserting that his purported alignment with MCBA has left a sizable segment of bank workers disenfranchised and bereft of their entitlements. The union expressed a profound sense of betrayal, lamenting the erosion of trust in a minister tasked with safeguarding workers' interests.
Established in 1958, Nube represents over 15,000 registered members nationwide, serving as the legal representative union for clerical and non-clerical employees within the banking and financial sector across Peninsular Malaysia.
This development comes amid earlier controversies surrounding Minister Sim's decision to engage in discussions regarding a one-time festivity bonus with employers, drawing criticism for potentially contravening International Labour Organisation (ILO) conventions. The union contends that such actions undermine the spirit of fair negotiations and further exacerbate the plight of workers.
