AADK replaces staff after 47 PUSPEN Serdang clients test positive

KUALA LUMPUR – The National Anti-Drug Agency (AADK) replaced several staff members and initiated disciplinary proceedings after 47 clients at the Narcotics Addiction Rehabilitation Centre (PUSPEN) in Serdang, Kedah, tested positive for methamphetamine.

The move follows an investigation by the Enforcement Agency Integrity Commission (EAIC), which uncovered allegations of misconduct involving AADK officers assigned to the facility.

AADK Director-General Datuk Ruslin Jusoh expressed the agency’s firm stance on the issue, emphasising that breaches of integrity will not be tolerated.

“Following the incident, we have taken immediate action by replacing the staff involved and have begun disciplinary proceedings in accordance with the Public Officers (Conduct and Discipline) Regulations 1993,” Ruslin said in a statement.

The agency has now ramped up monitoring at all rehabilitation centres across the country.

Surprise inspections and urine screenings are being conducted to ensure that the rehabilitation programmes remain drug-free and maintain the integrity of the treatment environment.

“AADK will also follow up on the recommendations for improvement from EAIC to strengthen the regulatory system, reinforce the Standard Operating Procedures (SOP), and bolster integrity compliance at all AADK facilities, particularly at PUSPEN,” Ruslin added.

Furthermore, AADK is collaborating closely with the EAIC to improve governance standards, especially in handling complaints and investigating allegations of misconduct within the agency.

Earlier, the EAIC revealed that officers at PUSPEN Serdang had violated their duty instructions, leading to 47 clients testing positive for methamphetamine.

The commission has referred the findings to AADK’s Disciplinary Authority and recommended actions under Regulation 38 of the Public Officers (Conduct and Discipline) Regulations 1993.

In addition, the EAIC has suggested implementing stricter enforcement measures to prevent drugs from being smuggled into PUSPEN facilities. - February 27, 2026
