The Brazilian midfielder is a wanted man in Italy, with Roma manager Jose Mourinho also a big fan.
According to Goal, Serie A champions Milan have initiated negotiations with Villa as Luiz enters the final year of his contract.
Villa want at least £26m for Luiz, who could potentially leave for free next summer.
